A new insurance product for vulnerable communities launched in Malaysia

This June, Generali launched Gen Sinar, the second Social Insurance Product in its portfolio created with the support of The Human Safety Net. Social Products are designed to offer accessible, economically sustainable insurance solutions for underserved groups, using The Human Safety Net’s deep expertise in working with families in difficulty, refugees, and other groups at risk.

The insurance product, that aims at providing protection to families in the event of death or disability of a parent, was created in partnership with Amanah Raya, Malaysia’s oldest and only public trustee. The product was launched in the PPR Kampung Muhibbah community hall. PPR Kampung Muhibbah is a low-cost leasehold flat located in Kuala Lumpur, where the residential units are designed for lower-income families. 

The project has its roots in 2022 research promoted by The Human Safety Net, that highlighted the struggles of Malaysia's B40 segment (households in the bottom 40% income bracket) where financial shocks can jeopardise children's access to education and future opportunities. The team identified education as a powerful lever for breaking the cycle of poverty and developed an innovative concept that combined protection with child development support.

The proposed solution, known at the time as "A Family of Learning," envisioned a product that would protect families in the event of the death or disability of a parent while also encouraging participation in parenting programmes and supporting children's educational success. The concept emerged as the strongest proposal among several social insurance ideas evaluated during the programme because of its potential impact on families and its strong alignment with The Human Safety Net's mission.

From idea to market

Turning an idea into a sustainable social product is never a straightforward task.

Creating a purpose-driven offering goes beyond product development. It demands careful design, long-term sustainability planning, and the right partnerships to ensure meaningful impact. Finding a trusted partner was therefore a critical step in the journey.

The collaboration with Amanah Raya has provided a strong foundation for bringing this concept to life. Together, the partners have worked to find a practical solution capable of reaching families who often remain underserved by traditional financial protection products.

The name Gen Sinar carries a powerful message. In Malay, sinar means shine or light — a symbol for a product designed to help families navigate uncertainty and invest in a brighter future for their children. Four years after the initial pitch, their vision has become a reality with the potential to make a lasting difference in the lives of Malaysian families.
